
Alexander Kostyukov (was born on September, 20, 1958) – Doctor of Law (2003), Professor (2004), Honored Lawyer of the Russian Federation (2008).
Alexander Kostyukov is a leading Russian scientist in constitutional law, who creates and develops an original theory of the municipal law as a branch of the Russian law, including the issues of modes and structures of municipal law, the systematization of legislation on local self-government, the issues of compliance between municipal legal acts and Federal and regional legislation.

Head of the Department of State and Municipal Law, Dostoevsky Omsk State University (since 1995).
